Safer Communities.
Safer
Prisons.
Smarter Justice.

The Hope Act modifies Minnesota law to address the culture of mass hopelessness inside and out of our prisons. Further, it moves our incarceration system closer towards a culture of rehabilitation rather than punishment.

The Hope Act committee is introducing two transformative bills for prison reform. This legislation recognizes powerful truths: justice must include mercy—and our system must reflect the humanity of those within it. The bills are not about changing laws—they are about changing lives.

Second Look

Those with life sentences, or sentenced to over 30 years in prison, would be eligible for a review and possible release after 15 years if they have demonstrated growth and rehabilitation during their incarceration period.

Ending Life Without Parole

Life sentences will include the possibility of parole, with up to five years of supervised release. Life without parole sentences will change to life with the possibility of parole.

Tracie’s Law (Compassionate Release Act)

Tracie’s Law strengthens Minnesota’s conditional release system by creating clear, accountable pathways for geriatric, medical, family-caregiver, and extraordinary circumstance release. It establishes strict eligibility standards, a multidisciplinary review process with community participation, judicial oversight when deadlines are missed, and annual public reporting to ensure transparency and public safety.
